CHED Medical Scholarship and Return Service (MSRS Program) Open Now to apply
The CHED Medical Scholarship and Return Service for AY 2026-2027 is now accepting new applications from all eligible and interested Filipino students. The program is open to incoming and continuing doctor of medicine students in their first semester. It is officially known as the Doktor para sa Bayan Act, or Republic Act No. 11509.

Scope and Coverage
This program shall be provided to its qualified and deserving Filipino students who are willing to do the necessary return service, to those who are :
- Residing in a municipality without government physicians.
- People who live in Geographically Isolated and Disadvantaged Areas (GIDS) or in the top 20% of provinces and/or municipalities as identified by the PSA.
- For those who live in low-income municipalities with high poverty rates.
- Dependents of Community health volunteers and
- Those with a combined annual family income below ₱450,000.00
Requirements to apply
- Must be a Filipino citizen resident in the Philippines.
- Not more than 51 old at the time of application.
- Graduating students or graduates of an acceptable undergraduate program listed as a prerequisite for a Doctor of Medicine degree who are currently enrolled in a Doctor of Medicine degress at any CHED-accredited HEI.
- Obtained a National Medical Admission Test (NMAT) Score mandated by the CHED and required by the SUC/PHEl.
- Passed the entrance examination and met all other prerequisites for admission to a Doctor of Medicine degree at any of the following SUCs/PHEIs.

Documentary Requirements
To apply for the CHED Medical Scholarship, you must meet the following documentary requirement:
- Proof of Filipino Citizenship such as:
- Any government-issued documents proving Filipino Citizenship.
- The local civil registry, or the Philippine Statistics Authority (PSA) Philsys ID, issues birth certificates.
- Good Moral character Certificate.
- Certificate of Residency issued by the Barangay
- Certificate of membership in an indigenous or minority group, or Certificate from the National Commission on Indigenous people (NCIP).
- Tax exemption form BIR or Social case study duly signed by a registered social worker where the applicant resides.
- Certificate supplied by the Muncipal Health Office (MHO) that the applicant is a dependent of a community health volunteer
- Certificate form (LORRMO) from the Local Disaster Risk Reduction and Management Office or the Department of Social Welfare and Development (DSWD) indicating that the applicant is from a disaster-prone or conflict-affected area.
- Certificate of Acceptance for SUCs/PHELs
- Affidavit that there is no current or active scholarship grant.

Scholarship Benefits

- Tuition and Other School Fees (TOSF)
- SUC—Actual Tuition and other school Fees
- PHEI-Actual Tuition and Other school Fees will be delivered to the scholars and paid directly to the PHEI, but no more than $100,000 every semester.
Subsidy and Allowances
Benefits will be provided to scholars via SUC/PHEI by the concerned CHEDRO as follows:
- Book Allowance –₱13,000
- Clothing/Uniform Allowance – ₱3,500
- Miscellaneous Allowance – ₱6,000
- Living Subsidy (5,000 x 6 Months)—₱30,000
- Lodging Allowance (5,000 x 6 Months) – ₱30,000
- Transportation Allowance (1,000 x 6 Months) – ₱6,000.
Benefits Per Year
- Book Allowance – ₱26,000.
- Clothing/Uniform Allowance – ₱7,000.
- Miscellaneous Allowance – ₱12,000.
- Living Subsidy – ₱60,000.
- Lodging Allowance – ₱60,000.
- Transportation Allowance – ₱12,000.
Benefits under Internship program/5th Year Medicine
Benefits will be provided directly to scholars or through the SUC/PHEI by the concerned CHEDRO, as follows:
Benefits Per Semester
- Living Subsidy (5,000 x 6 Months) – ₱30,000
- Lodging Allowance (5,000 x 6 Months) – ₱30,000
- Transportation Allowance (1,000 x6 Months) – ₱6,000
Benefits Per Year
- Living Subsidy – ₱60,000.
- Lodging Allowance – ₱60,000.
- Transportation Allowance – ₱12,000.
- One-Time Board/Licensure Examination Review and Application Fee – ₱16,000.
